The Conference of Presidents (COP) is composed of the 12 district presidents, elected by their respective districts, and members elected by the synod in convention: the two synodical vice presidents, the synod secretary, and the synod president, who serves as chairman. The COP meets four times annually, as well as in monthly teleconferences.

The COP has responsibility in the following areas: supervising, maintaining, and strengthening the unity of doctrine and practice; overseeing and coordinating the calling process; working with congregations to care and provide for the spiritual and physical needs of called workers; encouraging congregations and individuals to provide for the financial support of the synod; and promoting the mission and ministry of the synod in the districts.
Doctrine and practice
The COP devotes considerable time at each meeting discussing issues of doctrine and practice as they arise, both within our fellowship and outside of it.
Worship and outreach are activities that are central to the life of the church and its ongoing mission. The COP has recognized the importance of a unified (not necessarily uniform) approach to these important activities. To help maintain our unified understanding of principles affecting worship and outreach, the COP has encouraged ongoing, synodwide discussions of doctrinal and practical matters in those areas, based on a study of the Scriptures and the Lutheran Confessions and conducted in a spirit of brotherly love. Other opportunities for such discussion will take place throughout the coming year. One example of this is the fall symposium at Wisconsin Lutheran Seminary. Discussion at this year’s symposium will focus on the principles and methodology in worship and outreach.
The Conference of Presidents is responsible for overseeing and coordinating the calling process. Reports detailing when pastors, teachers, and staff ministers change positions are generated every other week.
WELS holds a synod-wide convention every two years. The last convention was held July 25-29, 2011. The next convention will be summer of 2013. You can download and read the Proceedings from the last convention.
The WELS Constitution establishes the corporate structure and explores the roles of the governing bodies, officers, administrators, and areas of ministry of the synod.
