Q&A with Pastor Cross, Minnesota district president uncut
Give me a general overview of what a district convention is like.
The district convention meets every two years—every year in which the synod convention does not meet. Some districts have a convention also in the year that the synod meets. But the purpose of the district convention, in addition to deciding local issues, is to study the issues that are going to be before the synod in convention.
One of the big issues this year for the district conventions will be hearing about and hopefully putting into good effect the Year of Jubilee offering, which is aimed at either debt reduction or debt elimination for the synod. And that’s so important because if we can eliminate that debt entirely we will have almost $3 million a year that we can use for other purposes on an annual basis.
At this coming convention we will receive a report from the Ad Hoc Commission—that’s the commission that was established after the last synod convention. That commission is studying how the synod does its work or better ways to do the work more efficiently and the like. The Ad Hoc Commission is going to report to the Conference of Presidents and the Synodical Council shortly before it goes to the districts. Then members of the commission will be going to each district and presenting the report. We will receive that initial report, and then it will then be given to a special committee at district convention for study. The districts will study that report and pass on their thoughts to the synod for its further study.
So do these special committees do all their studying at the district conventions? Or is some study and discussion completed after convention?
Usually reports are included in the Report to the Twelve Districts, and that is already out for this summer. That can be studied by the people of the district anytime since it is available both online and in print. The guys in the district will definitely study that before the district convention and they will have all of their comments, criticisms, and suggestions ready. Each section of the Report to the Twelve Districts is assigned to a committee at the district convention, and each committee reports to the floor.
You said some districts meet every year . . .
They do, and the reason for that is to have it so the district is actually responding immediately before the synod meets, so it’s much closer to synod convention. They look at the issues that are going before the synod in just another month or so. In the Minnesota District, we have conference meetings (conferences are the smaller groupings underneath the districts). Our conferences meet the same year as the synod convention, and each conference responds to the synod issues.
