District conventions 2010
Each of WELS' 12 districts met in convention this summer. In addition to worshiping and studying God's Word, delegates listened to reports and made recommendations that synod leaders will consider as they put together the order of business for the 2011 synod convention, which will be held July 26–30 at Luther Preparatory School, Watertown, Wis. Two key reports presented at the district conventions included the Synodical Council's Long-Range Plan 2017 and the Board for Home Missions' Evaluation Task Force Report.
Many districts also considered some restructuring of their circuits, based on a resolution from the 2009 synod convention that recommended—but did not require—districts to form smaller circuits where possible and practical. The purpose is to enable circuit pastors to serve more effectively by reducing the number of congregations and called workers in large circuits. Below are district convention highlights.
ARIZONA-CALIFORNIA
In 2008 the Arizona-California District convention formed an ad hoc committee to address the subject of at-risk (declining or plateaued) congregations in our district. At the 2010 convention, the committee reported that there is a decline or at least an absence of proper accountability with some congregations and an absence of reasonable accountability between a congregation and the district president. Therefore, the committee recommended and the district resolved that the district president, to encourage a mutual trust and accountability, create two simple forms of reporting. These reporting forms are to show the faithfulness of ministry by the pastor and congregation.

DAKOTA-MONTANA
The convention recommended that Luther Preparatory School, Watertown, Wis., only enroll students who are in fellowship with WELS. (In 2009–10 the school enrolled students from China as part of an outreach effort.) The convention encouraged the Ministry of Christian Giving "to restore their counselor staff positions to an adequate level as quickly as possible." The convention asked the Synodical Council to make necessary adjustments so that the Financial Stabilization Fund continues to assist in long-term funding of the synod.

MICHIGAN
Paul Prange, administrator of the Board for Ministerial Education, reminded the convention that to preserve the Word of God among us means that we return to the Word and stay in that Word. The convention began its work of restructuring the circuits to aid the circuit pastors so they can be more efficient in their work among congregations. The convention also supported a resolution to maintain the current structure of the Board for Home Missions and not develop regional mission boards.
